Manager - Quality Management

Perform contract review / review project charter; identify project specific quality-relevant requirements; allocate budget for quality management activities; assess QA/QC resource requirements; allocate budget & resources;
Lead QA/QC team; provide direction to team members to ensure completion of defined responsibilities;
Establish quality objectives; Prepare engineering quality plans / construction quality plans;
Conduct process / technical audits during engineering, procurement, construction stages; Review audit performance, identify and report problems or trends of quality performance.
Participate and contribute with QA inputs in design reviews / verification meetings, engineering criticality workshops, HAZOP etc;
Review of Material requisitions, Technical bid evaluations, Subcontract agreement, Purchase Order etc.
Review vendors’ pre-qualification submissions and proactively assess quality compliance capability. Audit & evaluate vendor capability.
Attend / assign personnel to attend pre-inspection meetings (PIM); Manage vendor inspections assigning resident inspectors / third-party inspectors;
Prepare/review welding procedures, perform WPS / PQR, welder qualification, laboratory tests;
Review Inspection & test plan (ITP), ensure that inspection and tests are conducted as per project ITP and suitably documented;
Review submittals from subcontractors and vendors;
Verify that work is performed in accordance with IFC drawings and specifications and contract requirements;
Ensure that approved project procedures are available for all critical project activities;
Assign adequate resources for inspection surveillance during activities such as welding, PWHT, non-destructive testing, pressure testing, painting, coating, installation, commissioning etc;
Review / approval of technical queries, concession / deviation requests;
Establish procedures for systematic collection, collation, indexing and retrieval of project qual

Identify and Systematize critical Project processes and prepare relevant procedures and documents for the Project QMS.
Develop, review and maintain project specific quality plan and quality procedures in accordance with company / client requirements and industry standards.
Provide quality inputs for developing Key Project Execution plans and Procedures.
Construct project organograms and support in developing mobilisation/ de-mobilisation charts, job descriptions and key performance indicators for all functions/ departments.
Monitor KPI performance of all project departments, maintain KPI log, identify trends and recommend corrective actions.
Liaise with Project team in defining Engineering & Quality Criticality levels for Materials/ Equipment and Activities.
Support Project Quality Manager in developing Vendor/ Sub-Contractor Quality requirements forms to cascade Contract requirements to Material and Purchase Requisitions.
Review Vendors/ Sub-Contractors’ QA/QC documents to ensure Project requirements are addressed as required.
Perform audits and identify product, process and system related opportunities for improvement.
Carry out audits on Vendors/ Sub-Contractors and assess their compliance to Contract requirements, Approved procedures and Industry standards.
Advise and support Project team for Close-out of Quality improvement recommendations identified during audits & inspections.
Ensure implementation of the approved Quality plan and procedures at all phases of the Project.
Develop Non-Conformity reporting system, Maintain NCR log, Monitor & Follow-up related Corrective actions and ensure Effective Close-out of NCRs.
Participate in Project review Meetings and Quality progress meetings with Client focal points.
Liaise with Training Department to prepare and provide QMS inductions and ISO 9001, ISO/TS 29001 awareness presentations to project team members and UAE National graduates.
